Warning Against Divisive Politics and Call for National Unity and Constitutional Adherence

I warn against the dangers of promoting factional interests over unity and the common good an approach that risks plunging the country into a dangerous state that threatens national cohesion and stability.

President Hassan Sheikh Mohamud has willfully violated the Provisional Constitution of the Federal Republic of Somalia, under which he was elected specifically Articles 87, 50, 92, and 65. These articles clearly outline the president’s duty to uphold the Constitution and national unity, the role of the National Consultative Council (NCC) in making critical decisions, the federalization process, and the requirement that the leadership of the Federal Parliament remain non-partisan and independent of political parties.

Therefore, we once again urge President Hassan Sheikh to honor the commitments made during the National Consultative Conference, to broaden political participation, and to lead the country with unity and inclusivity. We call on him to return to constitutional order and adopt an inclusive political process that can help the country navigate its current challenges.

Specifically, I urge the President of the Republic to reverse unilateral actions that have sparked widespread political contention. These include disregarding the Constitution under which he was elected, pushing forward electoral laws and commissions without consensus, and dismantling the National Consultative Council actions that have created avoidable political rifts.

It is unfortunate that state resources have been misused for political campaigns and for the benefit of a specific political organization. Even the national security forces, state media, and civil servants have been unlawfully exploited for partisan purposes.

President Hassan Sheikh must reach out to the federal member states that have been excluded from NCC meetings, in order to ensure inclusive national dialogue. He must also allow state-level elections to proceed by removing the obstacles currently preventing overdue leadership transitions in those federal member states.
